Reference Levels¶
A change is evaluated at a stack of nested reference systems. The same change can be value at one level and waste at another.

The worker as a person is an additional reference system (income, health, capability, identity) running in parallel. Record it when relevant.
Questions per level¶
- What flow at this level does the change affect?
- Does it add constraint, remove decay, improve steering, or only shift claims?
- Who at this level would notice, and through what metric?
